Professor Smallwood who has worked in nursing for nearly four decades says although billions of dollars has been put into closing the gap... most of the money has been spent on white administration...with only a quarter reaching the grass-roots level. 6 Apr 13: "The Northern Territory women’s policy minister, Alison Anderson, told a gathering at the Wheeler Centre in Melbourne that "domestic violence has reached a crisis point", the ABC reported on April 4. It is unclear when Anderson thinks this crisis started. Certainly it is not new. The 2007 Little Children are Sacred report, which the then Coalition government used to justify the NT intervention, found "combined effects of poor health, alcohol and drug abuse, unemployment … poor education and housing, and a general loss of identity and control have contributed to violence and sexual abuse in many forms"." 6 Apr 13: "A new plan which aims to overhaul Indigenous affairs in New South Wales is working on keeping Indigenous children at school and providing stronger career prospects. OCHRE will focus on the link between learning Indigenous languages and improvements in other aspects of life. Professor Shane Houston from Sydney University says the new plan will help young Aboriginals to engage more effectively with schooling and the workplace. ... The new plan will see five of these, Gamilaraay, Gumbaynggir, Bundjalung, Paarkintji/Barkindji and Wiradjuri taught in schools."

5 Apr 13: "Five endangered Aboriginal languages will be taught in New South Wales schools, in the hope that the strategy will help Indigenous students secure employment. The initiative will create so-called cultural nests in communities that will be chosen in consultation with Aboriginal peak organisations. The Ministerial Taskforce on Aboriginal Affairs found children who speak their native language are less likely to be involved with drugs and violence, and more likely to have promising futures. ... Victor Dominello told Hannah Sinclair language and identity are closely linked."

Ms Bamblett, head of the Victorian Aboriginal Child Care Agency, advocates for the rights of Indigenous children and hopes the calls prompt Aboriginal people to speak up to the Royal Commission. "I think we need to expose how bad it is that's impacted on Aboriginal people, we know there's an over represntation of women in the criminal justice system who have a history of being abused. ... Compulsory income management has been used in remote Aboriginal communities in the Northern Territory since 2007. Income management has also been introduced to the Anangu Pitjantjatjara Yankunytjatjara (APY) lands in South Australia and trial sites in Bankstown (NSW), Playford (South Australia), Shepparton (Victoria), and Rockhampton and Logan (Queensland). Last year, a preliminary evaluation of income management in the NT said it was a disempowering control measure ... "
