But Labor leadership aspirant Bill Shorten says he is determined to change that. Mr Shorten has put forward plans to establish quotas for Indigenous candidates if he wins this month's leadership contest against Anthony Albanese. But as Michael Kenny reports, the issue has triggered considerable debate, including within the Australian Indigenous community itself."

7 Oct 13: "Perhaps the greatest difference between Indigenous Australians and Maori people is Parliamentary representation. In New Zealand, Maori people have seven designated seats to make sure there is enough representation, and the Maori Affairs Minister is a Maori man. In Canberra there are only two Indigenous people, Nova Peris in the Senate and Ken Wyatt in the Lower House, who have seats in Parliament. Indigenous people make up about 2.5 per cent of the population. If that ratio was represented in Parliament, there would be at least five seats designated to Indigenous politicians." By Brooke Boney

5 Oct 13: "The South West Aboriginal Land and Sea Council (SWALSC) have agreed to face off with its most ardent critics – Noongar Tent Embassy. The Embassy’s delegates said this is both a coup and an opportunity "for a sliver of real consultation." The SWALSC has argued that for the last year it has conducted community consultations in Perth and throughout the south west of Western Australia - Noongar Country. But according to Noongar Tent Embassy barely anyone has turned up to the community consultations, with some of these gatherings registering zero attendance." "On Anzac Eve a vigil for peace, carrying paper lanterns, descends Mt Ainslie on which the Australian War Memorial stands in Canberra. The following day, ANZAC Day 2011, Michael Anderson negotiates with police to permit the inaugral march remembering Aboriginal Nations and Peoples who defended Country against the invading forces from Europe. Lead by Mick Thorpe and bearing signs respecting wars of resistance and massacres a diverse group respectfully falls in behind the Anzac Day march. Emotions rise as the crowd claps openly in respect for the courageous group, but at the end of the parade their progress is blocked by police, demonstrating that Australia is yet to attain a maturity."

He said that any challenges the new federal government pose will be overcome and that the Congress will work closely with Warren Mundine. Mr Mundine is Prime Minister Tony Abbott’s hand-picked head of his newly forming Indigenous Advisory Board. Mr Malezer said that Mr Mundine and he will work towards "the common good" but that Mr Mundine and the government are not decision-makers, this is the role of the Congress said Mr Malezer."
