* MICHAEL MANSELL: WHY THE PREAMBLE IS A HOLLOW GESTURE:

- Analysis / Opinion

New Matilda: Why The Preamble Is A Hollow Gesture
http://newmatilda.com/2011/12/01/preamble-hollow-gesture
1 Dec 11: "Constitutional recognition of indigenous peoples should involve the right of self-determination - and we must do much more than support a new preamble, writes Michael Mansell ... Australia’s reputation in the area of human rights generally and relations with indigenous peoples specifically, could do with a boost. Preamble recognition of Aboriginals exists in the Queensland, NSW and Victorian constitutions. These are hollow gestures that create no rights or obligations." Michael Mansell

"ANTaR congratulates the Federal Government for recognising that the over- imprisonment of Aboriginal and Torres Strait Islander young people is a national crisis and agreeing to take urgent action in partnership with State and Territory Governments", said Ms Jacqueline Phillips, ANTaR National Director.
"By accepting all of the reports recommendations in whole, part of principle, the Government has shown a willingness to do things differently to spare the next generation of Aboriginal and Torres Strait Islander young people from a life behind bars.""

30 Nov 11: "Australian Greens spokesperson for Legal Affairs, Senator Penny Wright, has welcomed the Federal Government’s commitment to tackling the overrepresentation of Indigenous youth in the criminal justice system.
Senator Wright said the Government’s acceptance of all 40 recommendations of the House of Representatives Standing Committee on Aboriginal and Torrens Islander Affairs report, Doing Time - Time For Doing, in whole, in part or in principle, was a strong step in the right direction.
"I am especially heartened by the justice reinvestment approach of the Government’s response to the 'Doing Time – Time for Doing' report," Senator Wright said.
"The underlying principle of justice reinvestment is the redirection of funds towards localised approaches which are aimed at reducing offending and reoffending.""

* MICHELE HARRIS, 'CONCERNED AUSTRALIANS': OPINION - NTER EVALUATION 2011:

- Analysis / Opinion

Opinion: NTER Evaluation 2011
Prepared by: Michele Harris, 'concerned Australians'
http://www.concernedaustralians.com.au/media/NTER-Evaluation-Opinion-201...
November 2011: "The Evaluation has filled in many of the gaps in the story, while it has highlighted that many of the claims of success made by the Federal Government, are far from being evidence-based and are exaggerated. What is not exaggerated, however, is that Aboriginal people and Aboriginal culture have been sacrificed to a Canberra planned imposition that may well have been of great benefit if only it had been fairly negotiated with the people and their leaders. Is it too late for rescue? That will depend on the Federal Government’s preparedness to loosen its control and to allow local strategies to be developed in all communities through the inclusion of community reference groups, while encouraging genuine and respectful partnerships with due regard for cultural practices."

ABC The Drum Opinion: Destroying Indigenous communities and cultures
http://www.abc.net.au/unleashed/3704796.html
1 Dec 11: "Jenny Macklin has just delivered her second reading speech for the new intervention legislation. She had sought to soften the ground for this by announcing the new "evidence" which she claimed vindicated her measures, in the absence of any evidence of improving socio-economic conditions. ... Michele Harris and Rosa McKenna prepared a report, Cuts to Welfare Payments for School Non-Attendance: Requested or Imposed?, on behalf of a group called "Concerned Australians" on Macklin's latest round of alleged consultations. ... They conclude that "There would appear to be virtually no evidence of community support for legislation in these transcripts that would introduce welfare cuts for parents where children were not attending school."" Winter 2011: "The Intervention is yet another example of the appalling treatment the Aboriginal People of Australia have been subjected to in such a short period of time compared to thousands of years of survival. Sinem Saban and Rev. Dr Gondarra supported by the Yolngu people and cinematographer, Damien Curtis, have created a sensitive and realistic view of the plight of those who wish to live a more traditional life in their homelands and of those who appear to be dispossessed." Summer 2010: "Local resident and journalist, Jeff McMullen introduced "Our Generation", the film by Sinem Saban and Damien Curtis which we were there to see. The film explored in depth the Federal Government Intervention into Aboriginal Communities in the Northern Territory. Jeff had told us that the film’s producers were not having any success in having the film shown on government or commercial media outlets and they were having to screen it in local community halls to show the community at large just what was involved in the Intervention. It is basically a war on Aboriginal culture. The dispossession of the Aboriginal people is simply continuing in a new guise." Carol Gerrard
