* ABORIGINAL PEAK ORGANISATIONS NT: 'RESPONSE TO STRONGER FUTURES':

Ed. note: On 22 June 2011, the Australian Federal Government released the Discussion Paper 'Stronger Futures in the Northern Territory' as part of their announced Northern Territory consultations.

Response to Stronger Futures
Aboriginal Peak Organisations Northern Territory
An alliance of the CLC, NLC, CAALAS, NAAJA and AMSANT
NLC: http://www.nlc.org.au/html/files/20111608%20-%20APONT%20submission%20to%...
AMSANT: http://www.amsant.org.au/documents/article/154/111608%20-%20APONT%20subm...
August 2011: "1 Executive Summary
This submission identifies ways in which the Government can make good its commitment to a new way of working in partnership with Aboriginal people, leaders and communities to address Aboriginal and Torres Strait Islander disadvantage.
A vital first step in building stronger futures is recognising that 'intervention' as an approach to policy-making is fundamentally flawed. This is clear from the Closing the Gap Clearing House report, What works to overcome Indigenous disadvantage.
The report found that what doesn’t work includes 'one size fits all' approaches and a lack of collaboration with communities. What it found does work is community involvement and engagement; adequate resourcing and planned and comprehensive responses; respect for language and culture; working together; development of social capital; recognising underlying social determinants; commitment to doing projects with, not for, Aboriginal people; creative collaboration; and understanding that issues are complex and contextual. ... ABC Rural: Wave Hill homestead through the eyes of the blokes who walked off
http://www.abc.net.au/rural/content/2011/s3311237.htm
6 Sep 11: "The Indigenous communities of Kalkarindji and Daguragu in the Northern Territory held a festival recently to celebrate the 45th anniversary of day the Gurindji people walked off Wave Hill Station. It's a fascinating piece of Australian history. It’s a classic David and Goliath tale. The Gurindji people, bereft of any political or social support before the walk off, were tenacious and patient in their nine year struggle for land rights. Walking around the sight of the old Wave Hill homestead with two old Gurindji fellas was an amazing way to recreate the story." Steven Schubert

She reminisced about the time in 1981 that Fred operated on the eyes of Vincent Lingiari, a Gurindji elder and the leader of the walk-off, at Royal Prince Alfred Hospital."

ANTaR: Australians for Native Title and Reconciliation:
Support NT communities to shape their own development
http://www.antar.org.au/support_nt_communities_to_shape_their_own_develo...
8 Sep 11: "Releasing its submission on the future of Northern Territory Aboriginal communities today, ANTaR calls on both major parties to learn from the international development experience and work with Aboriginal people to plan the transition from intervention to sustainable futures.
"With Government consultations on the future of the Northern Territory Intervention drawing to a close and key Intervention measures due to expire in June next year, we are now at a critical policy and funding juncture", said Jacqueline Phillips, ANTaR National Director.
"From this point on, the language and style of intervention must be abandoned. Instead, the Government should seek sustainable solutions that empower local people and support economic development, informed by the international development experience.
Specifically, governments should adopt a community development approach based on partnership, capacity-building and enterprise development.
Recent policy changes have reduced Aboriginal community control and centralised decision-making. Governments must now walk with Aboriginal people in planning the next stage. ... ""

The Conversation: Government ignores evidence of policy failure on Aboriginal issues
http://theconversation.edu.au/government-ignores-evidence-of-policy-fail...
6 Sep 11: "The government is ignoring evidence that income management in Aboriginal communities isn’t working. Despite a raft of studies showing it isn’t changing behaviour or significantly improving people’s life chances, the Commonwealth is determined to press on with expanding the policy. Another disappointing Productivity Commission biennial report on Overcoming Indigenous Disadvantage shows limited improvement and, like the recent Finance Department report, suggests much of the government’s Indigenous policy is neither effective nor appropriately assessed." ANTaR: Australians for Native Title and Reconciliation:
Practical action needed now to address ‘national shame’ of Aboriginal imprisonment
http://www.antar.org.au/practical_action_needed_now_to_address_national_...
8 Sep 11: "Delivering the 25th Lionel Murphy lecture last night, the Attorney-General Robert McClelland acknowledged that over-imprisonment causes more crime than it prevents and affirmed the need for all governments to work together to address the social causes of crime.
"The statistics are stark and the evidence about what works to break the cycle is compelling. There is no excuse for governments to delay action to address the social causes of over-imprisonment in Aboriginal communities," said Jacqueline Phillips, ANTaR National Director.
"ANTaR welcomes the Attorney-General’s recognition that ‘tough on crime’ approaches may do more harm than good. It’s now time for practical action to right the ‘enduring wrong’ of Aboriginal over-imprisonment.
We are encouraged by Mr McClelland’s interest in shifting policy towards a justice reinvestment approach. We now call on all governments to work together in developing a framework to divert resources from prisons to disadvantaged communities. Overseas experience demonstrates that this is the most effective way to break the cycle.""

Our Generation - Showing in London - page 8

Winter 2011: "The Intervention is yet another example of the appalling treatment the Aboriginal People of Australia have been subjected to in such a short period of time compared to thousands of years of survival. Sinem Saban and Rev. Dr Gondarra supported by the Yolngu people and cinematographer, Damien Curtis, have created a sensitive and realistic view of the plight of those who wish to live a more traditional life in their homelands and of those who appear to be dispossessed." Christine Waterer

Summer 2010: "Local resident and journalist, Jeff McMullen introduced "Our Generation", the film by Sinem Saban and Damien Curtis which we were there to see. The film explored in depth the Federal Government Intervention into Aboriginal Communities in the Northern Territory. Jeff had told us that the film’s producers were not having any success in having the film shown on government or commercial media outlets and they were having to screen it in local community halls to show the community at large just what was involved in the Intervention. It is basically a war on Aboriginal culture. The dispossession of the Aboriginal people is simply continuing in a new guise." Carol Gerrard

Tracker: BLACK CHAT: Don’t mess with the Warlpiri
http://tracker.org.au/2011/09/black-chat-don%E2%80%99t-mess-with-the-war...
7 Sep 11: "NATIONAL: The Warlpiri mob in Central Australia have long been known as a resistant mob... as in they resist attempts to assimilate them at every opportunity. And there’s no greater policy of assimilation than the Northern Territory intervention. Thus, the good folks of Yuendumu have been kept busy defacing and destroying the various NT intervention signs that governments have constructed throughout the region to shame Aboriginal communities. Last edition, we brought you a picture of a sign on the outskirts of Yuendumu which read, ‘Welcome to Yuendumu. If you want porn, go to Canberra’. ... "

National Indigenous Radio Service: Anti-intervention group slams housing program
http://www.nirs.org.au/index.php?option=com_content&view=article&id=6269...
8 Sep 11: "An Indigenous group says the Federal and Territory government's Strategic Indigenous Housing and Infrastructure Program (SIHIP) is failing to improve the quality of housing in remote communities. $670 million have been spent on SIHIP, however residents of the town camps say that the money has been wasted as the construction of the houses is not up to standard. Spokesperson for the Intervention Rollback Action Group Barbara Shaw says that the standard of living in the houses in the town camps is different to the standards found in the suburbs."

The Wire: Indigenous Literacy Day highlights the need to close the gap
http://www.thewire.org.au/storyDetail.aspx?ID=8416
7 Sep 11: "Today’s Indigenous Literacy day highlights the need to close the gap between literacy levels in Indigenous students living in remote areas and non-Indigenous students. In the Northern Territory, only one in five children living in very remote Indigenous communities can read at the minimum standard. By the time these children reach year 7, only 15 per cent achieve this benchmark, 47 per cent behind urban indigenous students and 74 per cent behind non-Indigenous children. ...

news.com.au: Ernie Dingo blames whites for Aboriginal drinking
http://www.news.com.au/entertainment/movies/ernie-dingo-blames-whites-fo...
12 Dec 09: "INDIGENOUS icon Ernie Dingo has hit out at hypocritical "white people" who lecture Aborigines about alcohol consumption. "What you should be worrying about is who is giving them access ... who sells alcohol? Not black people," Dingo said. "We (indigenous people) don't have a problem. Our problem is to say 'no' to you blokes, to white people ... 'no' is not really part of our cultural background. "There are more white alcoholics than there are black people in this country, so don't come at us with restrictions and Aboriginal laws about alcohol.""
