The Sydney harbour bridge is not scrapped & re-built & cars are the same, however alot of foolish & un-enviromental people do scrap their cars & buy new ones as opposed to treating their cars & repairing them as they should do. Their are mechanics, auto electricians & panel beaters & their are tools & equipment which can be had at auto shops like auto one, repco & supercheap auto. Save the worlds energy resources & treat & repair your car. Used cars & all steel machinery often need repairs but diagnosing the repairs & conducting the repairs can often be a problem as their is a shortage of mechanics, technicians & engineers, what is needed is robotic inspection sites or mobile robotic inspection machines, where robots can xray or use ultrasound to scan a vehicle or machine identifying required repairs & then the specially designed robots can conduct the repairs. Just like the Sydney harbour bridge is maintained, steel infrastructure needs to be maintained as opposed to being scrapped & re-furnaced & forged, just like those custom cars that were manufactured many decades ago but are still on the road thanks to proper maintenance, such practice will also save the worlds energy resources.
