The Americans would grant boat people assylum & transport these boat people from Christmass Island into the Australian mainland where these boat people would be enlisted as farm labourers, after a number of years as working as farm labourers the boat people would then be sent to a foreign country. A similar state of affairs occurs when south americans illegally cross the mexican border into the united states looking for assylum.
