The police tell parents that the photo's found are not those of their children but merely lookalikes. Parents only get a few weeks to look into the photo-file. The foreign parents have no idea that this option exists.

Proof of failure for all data retention regimes
If the supply of child actors dried up tomorrow, governments here would have quite a hard time with shaming populations into accepting total surveillance. When German police recently announced their wish to increase the period for suspicion-independent data retention from six months to two years, this was targeted not at private connections which can be assigned to certain human beings quickly, but at internet cafes where retained data might be deleted before cops notice you blew a whistle or threw an scoop from there. But it used this issue as its figleaf of choice, although the more people share an internet connection the more unlikely it is that one of them would use it for that purpose. The truth of the matter is that data retention harms innocent adults but does not save any kids. They are abused twice, first by customers who fail to have their sexual desires age with themselves, and then by politicians who fail to keep their totalitarian desires out of politics.
