The government wants to collect only the ip address of the sites you have visited they don't want to check on your browsing history.

The ip address is what the internet reads when you type in the website address.

 

You type microsoft.com and the internet converts this to 134.170.188.221.

 

Go ahead, try it. Just type the numbers into the browser address line and hit Enter

 (don't forget the full stops between the numbers)

 

You may be happy with the government knowing you went to Microsoft's site, but what if you were a secret Satanist, do you want the government to know you visited theisticsatanism.com, 66.33.213.175 go on try it.

Once you enter a main site the metadata records which pages you viewed on that site so it is very easy to build someone's browser history once you have the metadata.
