'concerned Australians': Community Living Areas (CLAs)
http://www.concernedaustralians.com.au/
http://www.concernedaustralians.com.au/#CLA
April 2013: " ... Rather than providing certainty and support to Aboriginal people in Community Living Areas (CLAs) in the NT, the Federal Government continues its obsessive march to remove control from Aboriginal Peoples. It is understood that current leases for CLAs need to be less restrictive, and there is evidence for this from some of the larger CLAs. The Federal Government, however, intends to use this opportunity to take control over future development in these areas through sections 35 (4) and 35 (5) to the Stronger Futures legislation which allow changes to regulations without consultation with owners and where their consent is not required. ... - Submission

April 2013: "We refer to your request for written comments on your Discussion Paper and your statement that models for longer term reform will be informed by the views of CLA land owners and community members. We believe that residents on Community Living Areas must be in a position where they can make informed choices about their futures. ...
It is our belief that if Australia is to comply with its international obligations then it would need to remove s35(5) from the Stronger Futures legislation and to make appropriate amendments to s.35(4) to ensure the requirements of consultation with and consent from owners. ... "

* GREG MARKS: COMMUNITY LIVING AREA LAND REFORM IN THE NORTHERN TERRITORY - 7 APRIL 2013 [SUBMISSION]

- Submission

Greg Marks: Community Living Area Land Reform in the Northern Territory
Respect and Listen: http://www.respectandlisten.org/uploads/downloads/NT_Intervention/CLA/CL...
7 April 2013: "... The proposals in the Discussion Paper basically attempt to 'roll out' the land reforms of the NTER. The objective is to encourage economic development and private home ownership options. However, the NTER is a failed vessel. ... CLAs are an important achievement and hugely significant for the people who are connected to, live on and have developed these communities. In dealing with CLA communities the aspirations and self-government of the CLA communities themselves should be paramount. Informed consent must be the cornerstone of any arrangements made in respect of CLA land."

* 'CONCERNED AUSTRALIANS': SUBMISSION TO THE SENATE COMMITTEE ON THE LAND REFORM SECTION OF THE STRONGER FUTURES LEGISLATION - JANUARY 2012

- Submission

'concerned Australians': Submission to the Senate Committee on the Land Reform Section of the Stronger Futures Legislation
http://concernedaustralians.com.au/media/cla/ca_submission_Land_Reform_S...
January 2012: "Of the eighty-two Community Living Areas listed on the Fahcsia site, most are small with populations of around 100 people. Seventy of these community living areas were not visited during the recent consultations and one has to ask, if the proposed land reform is to proceed as a special measure, how has consent been gained from the affected communities? And have the people of these communities been made fully aware of the impact of such legislation which would result in their loss of control over their land? ...
This legislation excludes Aboriginal people from the process and decision making regarding development on their land. We therefore oppose it."

* MICHELE HARRIS WITH 'CONCERNED AUSTRALIANS': DISEMPOWERMENT IN NT COMMUNITIES DRIVEN BY ARROGANT POLICY AND INEPT PROCESSES - APRIL 2013

- Analysis / Opinion

'concerned Australians': Disempowerment in NT Communities Driven by Arrogant Policy and Inept Processes
http://concernedaustralians.com.au/media/cla/Disempowerment_in_NT_Commun...
April 2013: "The Intervention rolls on and with it the inevitable community 'consultations'.
Jenny Macklin has announced1 that FaHCSIA will take responsibility for changes to the leases of Community Living Areas in the Northern Territory. A Discussion Paper2, thirteen-pages long and written in English, has been released to the Communities. Responses will be accepted in the form of submissions by 12 April, 2013. We are also told that SELECTED communities will be consulted.
Why will only some communities be consulted? Will the consultations in Community Living Areas be recorded and made public? Will the Discussion Paper be translated into local languages? What independent legal advice will communities have access to? Here we are, asking the same old questions. ... " Michele Harris with 'concerned Australians'
